Bacnotan honors outstanding educators

 The Local Government Unit (LGU) of Bacnotan recognized the winners of the Search for Outstanding  Teachers,  Head Teacher/Principal,  Day  Care Worker,  Barangay  Nutrition Scholar (BNS),  and Barangay Health Care Worker  (BHW) during the awarding ceremony held at  the Bacnotan Town Plaza  on October 10, 2014.

The search was the brain child of Acting Mayor Francisco Angelito Fontanilla to recognize and  honor  teachers/educators  in  their  heroic  role  and  exemplary  efforts  in  strengthening communities  and in  building  the nation.  This initiative was in consonance with the 2014Teachers Month Celebration.  Dr. Rowena C. Banzon, Schools Division Superintendent of DepEd La Union graced the culminating and awarding program as the Guest of Honor and Speaker. Dr. Banzon was impressed with this activity. She stated that the Search for Outstanding Principal, Day Care Worker, BNS, and BHW was first in the province.

After a month long selection process, Bacnotan produced its first batch of outstanding educators  in the  municipal level who were carefully chosen based from the following criteria: personal  qualities  and  character;  instructional/  leadership  competence  and  teaching effectiveness;  professional  and community involvement.  The search was open not only to teachers and principals but also to volunteers and community workers engaged in providing education to the people of Bacnotan.

The awardees were as follows: Outstanding Principal- Dr. Jovita Y. Lopez, Principal IV of Bacnotan National  High  School;  Outstanding  Secondary  Teacher-  Mrs.  Elena P. Licos,  Bitalag  Integrated School;  Outstanding  Elementary  Teacher-  Mr.  Rommel  Berganio,  Bitalag  Integrated  School; Outstanding  Day Care Worker- Mrs. Salvacion Pacetes, Carcarmay Day Care Center; Outstanding BHW-  Mrs.  Juanita  Buccat,  Barangay.  Legleg;  Outstanding  BNS-  Mrs.  Ester De  Francia,  Barangay Nagsarabaoan.

The finalists were:  Teacher Category (Elementary)-Mr.  Lester  Bucasas,  Teacher  III,  Nangalisan Elem. School; Mrs. Evelyn Gamboa, Master Teacher II, Bacnotan Central School;  Mrs.Merlene Gaona,  Master  Teacher  II,  Zaragosa  Elem.  School; Mrs.  Yolanda  Marquez,  Master Teacher 1,  Paratong  Elem.  School  and  Mrs.  Aida  Opinion,  Teacher  II,  Sta.  Cruz  Elementary School. Day Care Worker Category- Mr. Rommel  Montipalco, Zaragosa-Lisqueb Day Care Center.Barangay Nutrition Scholar (BNS) Category- Mrs.Arlene  Pabalan,  Barangay  Nagsimbaanan. Disaster Relief Operation

 In response to the needs of the families affected by Typhoon Mario, the Local Government Unit of Bacnotan, la Union, headed by Acting Mayor Francisco Angelito L. Fontanilla led the distribution of relief goods on October 3, 2014 at the Town Plaza of Bacnotan, La Union. Goat Dispersal Project

Acting Municipal Mayor Francisco Angelito L. Fontanilla leads the turnover of goat to the Arosip Livestock Raisers Association of Barangay Arosip, Bacnotan, La Union on September 26, 2014. The dispersal is a project of Department of Agriculture Livelihood Assistance Program (DA-LAP) in support to agriculture sector. Electronic Business Permit Licensing System

The Department of Trade and Industry (DTI) led by the Provincial Director Daria R. Mingaracal, turn over to the Local Government Unit of Bacnotan headed by the Acting Mayor Francisco Angelito L. Fontanilla, the 2014 GPB Project Check worth PhP 1,000,000 on September 23, 2014 at the Peoples Hall, Municipal Building, Bacnotan, La Union.

The check given will be used for the development and implementation of the Electronic Business Permit Licensing System (eBPLS) for the municipality. Completion of the project is expected to further improve the transactions and services related to business permit licensing.


Climate Change Advocacy Campaign

November 04, 2014

In partnership with the Local Government Unit of Bacnotan under the leadership of Acting Mayor Francisco Angelito L. Fontanilla, the Philippine Information Agency (PIA), Department of Environment and Natural Resources (DENR) and the Presidential Communications Operations Office (PCOO) conducted a Climate Change Advocacy Campaign Barangay Forum in support to the government’s climate change advocacy campaign. It was attended by 47 barangay captains and councilors, cooperatives, farmer sector, women sector, civil society organizations, schools, media practitioners and municipal officials and employees. Skills Training

The Bacnotan Tricycle Operators and Drivers Association (BACTODA) and 39 HOLCIM Galing Mason received tools and equipments during the Awarding Ceremonies of Livelihood Projects on September 4, 2014 sponsored by the Department of Labor and Employment headed by Mrs. Grace Y. Ursua, Regional Director. The HOLCIM Galing Mason was a program initiated by the HOLCIM Phils, Inc. in coordination with TESDA and the Local Government Unit of Bacnotan, La Union.

The training-workshop assisted and groomed participants in designing and formulating LCCAP specifically in: mainstreaming climate change adaptation, disaster risk and vulnerability reduction in municipal policies, plans, and programs (Local Framework); conducting climate change  sectoral vulnerability assessments, anticipatory adaptation and management (VAAAM); formulating Local Climate Change Action Plan (LCCAP); and formulating Barangay Contingency and Recovery Plans (BCRPs) and Barangay Governance Automated System (BGAS).

The launching of the Mutya ng Bacnotan 2014 and Mr. Teen Bacnotan was done on May 5, 2014 with the unveiling of the giant pictures of the candidates and the parade of candidates of both Mutya and Mr. Teen Bacnotan.

The unveiling was done by the Hon. Mayor Ma. Minda L. Fontanilla and the Hon. Vice Mayor Francisco Angelito L. Fontanilla together with the members of the Sangguniang Bayan.

Coastal Clean-up 2013

In observance of the International Coastal Clean Up, employees of  LGU Bacnotan joined students of DMMMSU-NLUC Institute of Environmental Science,  local PNP and BFP, residents and officials of Barangay Poblacion  conducted a coastal clean-up activity along the seashore of Paratong. The activity was sponsored by ABONO Partylist and conducted under the banner of Clean-Up the World-Australia and the Ocean Conservancy.


Upgraded CDS to Sanitary Landfill

The Municipal Cotrolled Dumpsite (CDS) is the final waste disposal facility of the municipality located in Barangay Narra where segregated residual and special wastes disposed of. It is being upgraded and converted into an Engineered Sanitary Landfill (SLF) by 2014. Reduction, Reuse and Recycling practices in solid waste management is very important to prolong the life span of the facility.


Proper waste segregation by MSWM-TWG

Proper waste segregation is being taught to pupils, teachers and parents during the inspection of the Municipal Solid Waste Management-Technical Working Group (MSWM-TWG) among schools. Waste segregation at source is the most important component in the systematic and hygienic management of solid wastes. The TWG is headed by Hon. Rufino Lito L. Fontanilla II.  


Waste Analysis and Characterization Study

In determining the quality and quantity of waste being generated by households, schools, business and industries in the municipality, a Waste Analysis and Characterization Study (WACS) was conducted in coordination with the City of San Fernando last June 2013. The WACS is also the basis of the design and the size of the Sanitary Landfill (SLF) and in crafting the Ten-Year Solid Waste Management Plan of the municipality. BFP Station Inauguration
